Graduated from the Middle East Technical University in 1989 and holds a Bachelor of Science Degree in Economics. Studied Curriculum Development and Teacher Training in Elementary Education, and received Waldorf Elementary Teaching Certificate from Sunbridge College, Spring Valley, New York, USA in 1994.
Starting from 2002, focused his work mainly on technical and VET reform in Turkey. Currently studying costs and benefits of apprenticeships to support Turkey in the context of the EU Riga Medium-Term Deliverable on WBL.
Previously, worked as a Component Manager, Regional Manager, Education, Training Key Expert, Deputy Team Leader and Acting Team Leader as well as Non-Key Expert in international projects such as “Strengthening the VET in Turkey (SVET-MEGEP)”, “Human Resources Development through VET in Turkey (HRD-VET-IKMEP)”, Strengthening Special Education in Turkey”, “Secondary Education in Turkey” Project, “Improving the Quality of VET in Turkey (IQVET-METEK)”, “Provision of Career Services through Multi-Stakeholder Partnership Model in the TR21 Region (TrakyaKAriyer)”, and “Promoting Lifelong Learning 2 (LLL2)” projects in Turkey.
Experienced in analysis, design, development, implementation and revision of qualifications and training programmes as well as staff development, labour relations, labour market research, and special education.
Conducted occupational analysis and training needs analysis (TNA) in six projects, developing comprehensive ex-ante and ex-post training evaluation methodologies.
Supported the design and implementation of Training of Trainers courses and provide technical assistance to local trainers.
Supported the design, development and implementation of training courses for youth under higher vocational schools (MYOs) and upper secondary vocational education (VET High Schools) including students with special education needs/disabilities.
Has extensive experience in qualitative and quantitative research and monitoring and evaluation through field survey, interviews and group discussions; and monitoring of VET system and policies through works such as the European Training Foundation Reports such as Draft Report on “Continuing Professional Development for Vocational Teachers, Trainers and Principals in Turkey 2018,” Draft Proposal “Quality Improvement Plan for IVET Traineeships in Turkey,” Draft “Analysis of the quality of traineeships and of current quality assurance mechanisms for traineeships in initial VET in Turkey”, and Report on “VET Teacher Development in Turkey (SEET region)”; and TR21 Region Labour Market Analysis, as well as TR21 Target Group Training and Career Services Needs Analysis for Recent Graduates and Higher Education Students in the TrakyaKAriyer Project as well as Training Needs Analysis of VET Teachers, Trainers and Managers under the EC Project “Technical Assistance to the Ministry of Labour, Migration and Employment of Population in the Area of In-Service Teacher Training for the Initial Technical, Vocational Education and Training System in Tajikistan”.
Contributed to drafting, and/or developed social policy and strategy documents related to Turkish VET System.
