SKILLMAN CAGLIARI DECLARATION
The Future of Education and Training during a Time of Major Disruption, including Global Conflicts
The Skillman 2022 Declaration, presented at the Skillman International Forum (SIF) in Cagliari, Italy, on November 24, 2022, addresses the urgent need to redefine education and training systems in response to unprecedented global challenges. With the world facing technological transformation, automation, artificial intelligence, climate crises, and geopolitical conflicts—including the war in Ukraine—the declaration calls for a fundamental re-engineering of Technical and Vocational Education and Training (TVET).
Developed in collaboration with high-level stakeholders, including the European Training Foundation and key global organizations, the declaration advocates for learning societies, workplace learning ecosystems, and the integration of green, digital, and ethical skills to ensure sustainable and inclusive development. It emphasizes the necessity of transnational collaboration to promote vocational excellence, innovative curriculum design, and micro-credentials that empower individuals with lifelong learning opportunities.
